INTRODUCTION

The Second Administrative Reforms Commission (ARC) was established with the mandate to revamp the public administration system and suggest measures for a proactive, responsive, accountable, sustainable, and efficient administration at all levels of government in India. There is a growing realization that many government agencies are functioning sub-optimally, leading to inefficiency, corruption, and delays, which have become hallmarks of public administration in India.
